Any tool would need access to a data source to make a comparison.  If there's 
no chance for that, then you're talking about a completely manual effort.  
However, if you can get the most recent version of the suse-sam and 
suse-sam-data RPMs installed on this system, then you could use that to do a 
lot of the grunt work.

Having said that, if there's no access to an update repository, then you're 
pretty much 100% certain that system is not up to date.  An explanation of why 
there's no way to access a repository, might be helpful.
