Not directly, but that information could be extracted from an SMT server.  
Remember, an SMT server can be hosted on an Intel/AMD system that does have 
access to the Internet, and download the updates for System z.  And, as I 
mentioned before, the suse-sam and suse-sam-data rpms can help with this too.

This situation is why the "sneaker net" capability of SMT was provided.  The 
system to be updated does not need direct access to the internet.
