OK, just for the sake of completeness, and because if you are running Linux on 
z/VM you already have the prereqs - there used to be a freeware CMS-based tool 
called "PROBLEM".  IIRC it was highly regarded and very extensible.  Not sure 
where you might be able to find a download able copy now.
