This (accepted) patch appear to accept and pass through any
kernel argument line setting for 'TERM='

That said, I do not hold the belief that the kernel parameter
line presently supports passing in a 'TERM=blah' value

see in the kernel sources file:
        kernel-parameters.txt

which has no (present) mention of handling such

Also local ditribution packagers may silently amend that
list and cause certain lines to NOT be includable ...
        audit=1

is an example wihch I have encountered in ClefOS (the s390x
Red Hat derived distribution which SNA and I worked up) space

I would suspect the place to over-ride such was down in the
        /etc/profile.d/

snake's nest of files.  I have poked Rich T to lend a SUSE
s390x instance available to me, but that it where I would look
