I think the suggestion was to reformat it or erase it outside of Linux (i.e using CMS FORMAT, CPFMTXA or ICKDSF INIT). Are there any interesting messages in the virtual machine console log at boot time? If you unmount and remount it, does it stay R/O? If R/O wasn't requested on a mount, Linux only goes R/O when it encounters a problem, and it is pretty noisy about such things.
