just some thoughts:
I don't know any public sources for a simple and small TCP/IP stack,
portable for ELKS. But eventually the WATTCP programmer libraries
(http://www.supro.com/wattcp/wattcp.html) may be of interest for getting
some ideas.

But instead of development of new NIC drivers - how about porting Crynwr's
(http://www.crynwr.com) packet drivers?
