My guess is that your power supply is not powerful enough.
A possible explaination for your failure is that too much current is drawn
by the disks spinning up. When you power off and power on again, the
disks are still spinning due to interial momentum, and the effort to bring
them up to speed is far less, so far less current is needed, and you
can boot.
You may verify this by initiating your boot sequence which will fail, power
off, and then wait 20 seconds to be sure the disks come to an halt. Then
power on again. That should fail, or my explaination is only halfway
correct.
