On my box (Slackware 3.5) I use the APS-filter (I guess it is version 4.02.
I downloaded it from one of the usual sites some time ago.) It is easy to
install and it filters ascii, ps, gif tiff and possibly other formats.
Don't know about dvi files

My TeX documents usually contain ps figures, so for me  it is a common
procedure to run dvips. In my case the default output of dvips is a pipe to
lpr. If this is not the case, and you would like it that way you need to
change config.ps which you should find somewhere in your ../teTeX tree.

The aps-filter takes care of this for you.
