Let me explain the problem. I downloaded Xlinx Web pack 4.1.
I used the Assabet base station header which connects the JTAG with the PC's 
parallel port. Now I choose Device programming in the Xlinx Web pack 4.1. 
Then out of 4 options
1. Boundary scan 
2. Slave Serial
3. Select map 
4. Load the configuration file (.cdf)

I selected  the Boundary scan and next I selected 
Automatic cable detection . 

A window opens up .

Connecting to cable (USB port)

Connecting to cable (Parallel port - LPT1)

What am I missing here ??

Next there is one more connection cable that comes along with neponset board. 
This is a parallel to JTAG connector. It connects to J8 in the Neponset. 
This is essentially for programming  only one CPLD because the tool chain 
ends there in PZ3128-128.
