It's a security issue. Any privileged login from anywhere other than
the local console is a high security risk.
The way this should be done is to telnet in as an ordinary user, then
su to root from there.
Most (all?) unix systems have this feature, it is in no way specific
to linux nor redhat.
It can be changed from /etc/securetty to any terminal you like, but
you do NOT want to do this. The only time where one might consider
altering this is when using a system in a closed private secure
network. (BTW, this file should be user.group root.root and chmod 600
so that only root can read/write it).
It is possible to connect directly as root from a network connection
with ssh, but that's another issue.
