I'm not sure where the FM is, but this isn't a requirement for named, it
just makes it so that the kernel re-writes the IP packet information when
the ip address changes.  Its a good thing and makes diald connect on the
first try, since the (whatever) program does not have to time-out and try
again once the link is up with the new IP numbers.   The best info I saw
on it was in the new documentation for the 2.2 kernel, which I havent
installed yet.
