Some things to try:
1) Run pppd by hand with the same options. I.E. just pppd on the command
line with whatever options diald gives it. You may get some error
messages out of it. (If it works you will get some lcp packets
that look like garbage, then it will give up).
2) Use strace -f on diald and see what happens. You might want to extend
the length of captured arguments with -s 512, and perhaps filter with
-e trace=open,read,write
