Not all modems behave the same way, so I can only comment on the modems I 
have (2 USRs 1 Megahertz and 1 Supra).

Reporting DTE or DCE speeds with CONNECT is usually set by the ATW command.
What you are getting is the result of ATW or ATW0, which is probably the 
default. ATW2 gives you the DCE speed, which is what you want. ATW1 seems 
to vary between modem types.

Note that USR sportster-type modems do not use these commands, and seem to 
report the DCE rate always.
