Possibly. Or perhaps your PATH does not include the proper path to your
'make'.

Have you tried just typing 'gcc' ? 
If that works, gcc is installed, so just type 'which gcc' to find out
where it is stored.
If it doesn't work, either gcc isn't installed or the install got screwed
up.

Don't know the RH distro - my advice would be to get the SuSE distribution
instead if you're considering 'upgrading'. Far superior to RH.
Ex: if you had this problem with SuSE, you'd do the following:

1. Login
2. Switch to root
3. call up 'yast'
4. Check the packages, in particular series 'd1'.
5. See if gcc was marked 'i' = installed.
6. Then either do nothing, install or re-install.

Note - I don't want to start a religious debate; I'm just voicing my
opinion.
