newbie problem

I set up the diald and it works fine.  But when I use Internet Explorer to
view a home page, the modem will wait for about 30 seconds and then dial.
Before the connection is made, IE says it can't connect to a home page.
It's very annoying.  How can I shorten the waiting time for modem?
