Are AF_PACKET and ETHERTAP compiled as part of the kernel or as
modules? If the latest, are they beeing loaded when needed? If you
could post the relevant parts of the syslog output it would be easier
to check for these kind of problems.
Are you using the _same_ connect script for pppd and diald? If not, and
just a long shot, did you check for any typo?
What is your kernel version? And pppd? And diald? Post, if possible,
diald.conf and /etc/ppp/options for tracking.
I'm new to the list so, if you already did these things, I appologise
for the intervention.
