Maybe not the most elegant way, but you could write two bash scripts.  
One to kill the running diald at the desired time and rename config files
(there would be one for each dial-out scenario).  Then call the 2nd diald
startup script to restart diald.  Actually you could do this with one
script, the way that SuSE uses a single script to start/stop daemons via
init at system start-up, sort of a 2-in-1 approach.
