Let's see...
I would set two config files say diald-modem.conf and diald-isdn.conf
and test if they are working OK on their own.
Now I would set diald.conf with just:
-cut-
restrict 08:00:00 16:59:59 1-5 * *
include /etc/diald/diald-modem.conf
restrict 00:00:00 07:59:59 1-5 * *
or-restrict 17:00:00 23:59:59 1-5 * *
or-restrict * * 0,6 * *
include /etc/diald/diald-isdn.conf

I didn't test it but I think it will work.
