Sure.  
You could write a daemon which stats the ttys,pttys and /dev/mouse
for changes. IIRC there's actually a way to get the current tty or ptty 
so you don't haveto stat all of them.  

Upon sensing activity, the daemon could connect to
diald using the named pipe if they are both on the same system, or a TCP
connection otherwise and bring up the link.

I would actually do something like this a multistate daemon which would
periodically check the foreground tty or ptty. Upon detecting activity, if
the link is already up, ignore the activity, otherwise, force the link up.
After some period of inactivity, it should unforce the link.

This allows other network traffic to bring up the link if necessary without
affecting the daemon as long as they are not all forcing and unforcing the
link.  If so, you might want to look into dialmon, which deals with this
issue a little bit.
