Thanks, Dmitry. Does anyone have examples of scripts for the ip-up and
ip-down parts of diald.conf to run to re-enable dynamic IP?

None of your errors are actually errors (so you can stick to RPM)
1) Tap - just not enable in conf.modules in RH distributions
add to /etc/conf.modules
alias tap0 ethertap
2) SIOCIFMETRIC is not an error, but warning and can be safely ignored.
