I would hope so.  Check with ifconfig that that is happening.

Sounds like it might be a routing problem at your ISP, actually.
Perhaps just on some of the dialin lines.  According to which
line you coincidentally get when you dial in it works or not.

Normally, people with static IP don't have problems.
