Do you need a proxy server to connect Win98 to the internet, not at all. I
don't run a proxy here though you might want one for a machine with higher
security requirements.
If you've decided to use a proxy Apache can proxy http requests for you, the
documentation is installed with the apache server and you'll find a copy
online at apache.org.
I've heard good things about squid as a proxy server as well. (more
protocol coverage I believe).
Personally, I tend to fall back to good ol' socks when I need proxy support.
