Possibly the terminal server at 216.47.64.242 is misconfigured and
accepts what *your* pppd proposes for an IP address.  I've had the same
problem here.

Put:

pppd-options noipdefault

(or add noipdefault to the options you've already specified)

in your diald.conf and see if it eliminates the problem.
