Xawtv and/or kvdr.
[...] Install and use VDR (http://www.cadsoft.de/people/kls/vdr), ince you get it running, besides being amazed at how much it does, install the streamdev plugin (http://www.magoa.net/linux/index.php?view=streamdev) and you'll be able to watch it on any other computer and platform, be it Linux, Windows or whatever that can play streamed MPEG2 streams, in TS, PS or PES formats.
Generally a good idea, but kvdr / vdr doesn't work with only a budget card. AFAIK you need at least a dxr3 (TV out pic isn't as good, OSD not as stable, video overlay not as good) or a full featured DVB-s / DVB-c card (rev 1.3 doesn't work without a signal, rev 1.6 / 2.1 seem OK) with an av711x decoder to use vdr properly.
