tell CTS to overwrite the CIB on all the nodes...

It probably doesn't actually work correctly with arbitrary resources and
constraints.
In fact, it's nearly certain it doesn't.
I guess the part that doesn't work is the resource auditing and
ResourceRecover test.
I think I just really wanted a pizza.
