Only if it assumed the guests were all already running when the stonith
plugins get instantiated, which seems to be the only time at which
stonithd retrieves that list.

sounds like a good assumption to me - especially if nodes could be
moving/moved around (manually of course)

A better fix might be to re-retrieve these periodically.
