As a professional sysadmin I wouldn't like a software that starts
something in a random order, especially on a random server :-)
Running heartbeat within Xen is not something I'd want to support right
now for production anyway.
I had some installation where primary node was on a real hardware and
a backup node was on Xen. In this case you can have several backup
nodes from different cluster in one Xen0 and save some money.

Yes, it needs to figure out where it can go and find the list of DomUs.
