The announcement is about Heartbeat v2.1.4, hence the upgrade
path.

In short, whether to use OpenAIS or Heartbeat is a matter of
preference and it may depend on your network setup, your
experience with either product, perhaps other stuff. OpenAIS is
probably the future, but there are more Heartbeat cluster
deployments.
