Priority specifies a resource allocation preference; i.e., that resource
will get priority if, due to capacity limits or anti-collocation rules,
not all resources can be allocated to nodes.
It doesn't imply a start order.
So no, giving a higher priority to the fencing resources doesn't make
any sense.
