The "failure-stickiness" thing was one of those ideas that seemed great
at the time, tie neatly into the design of scoring etc ... and a
complete disaster in practice.

Newer environments support "migration-threshold", which you may actually
be able to get right.

Failure stickiness + m/s on heartbeat 2.1.x is a recipe for immense
frustration.
