Ron,
Indeed your using ax25-utils.2.1.42 but you MUST use
ax25-utils.2.1.45a.tar.gz for it to work. I could not find the a version
on sunsite.unc.edu for some reason and had to go to a German computer to
d/l it. It is the site given in the ax25HOWTO.
