The programs you mention above need the xforms library.
Because xforms has a license problem, leaving these programs in the
debian ax25-utils package would cause the utils to end up in the
contrib section. Craig decided to leave them out, so the ax25-utils
could go in the main debian distribution.
(I am not criticising, just explaining)
