Also, in the mainframe world, you don't pay for software until you accept it,
which often comes after months of testing.  Although the mainframe software
buyer may not get source code, they retain considerable leverage over the
vendor just by the threat of not paying and ultimately refusing acceptance. 
Contrast this with the PC world, where you can't even get a refund for the
Windows operating system if you have no plans to use it!
