If you requested that it be installed in the kernel at kernel build
time, then it is there and the modules won't be used.  See ax25-HOWTO
for setup.

If you marked in in the kernel menuconfig as <M> with the intent to use
it as a module, then you will have to set it up for installing on boot
with insmod.  See modules-HOWTO.
