There are very good reasons to have two email lists and for the second
one to be closed. A lot of the time there is a need for developers to
discuss amongst themselves some obscure interactions between the various
parts of the puzzle.

The developer email list is for people who not only understand the way
that hamradio works with Linux but have sufficient knowledge in that
area that they are able to develop programs and/or the kernel. A
beginer, by definition, would not have that knowledge and so would find
that email list useless. Beginner questions should go to linux-hams,
that is what it is for.
