It is an approach already taken. Take a look at ax25spyd by Walter Koch,
DG9EP, over at http://1409.org. It implements a kernel attached to some 
TCP ports, which then can be called upon by some user agents (e.g. MonKT,
which is part of the LinKT package). ax25spyd is also included in the
SuSE 6.2 distribution.
