Simply because the PLL adopted clears out the low frequency modulation,
and IF filters are too narrow.
And for The IC-02 there is also a long TX->RX transition time.
For surplus radio the fact is tha the cost of the radio plus the
modifications required to the PLL circuit, IF filters are near
to the cost to build a wideband FM rtx for 38k4, and use the case,
heat sink and eventually the PA unit of the surplus radio :-).

HAPN == S55MV ? I'm not so sure... HAPNS is an 8-PSK (V.27-like)
modulation. That is different from S55MV, that is a 2-psk modulation.
