maybe you should check out PC/Flexnet (http://home.pages.de/~flexnet).
It runs 1200/9600 bps soundcard (soundblaster compatible) radio modem
in Windows95. It is AX.25 stack for Windows. After adding its virtual
adapter (just like adding a new ethernet card), you can configure
its TCP/IP properties.
