AX25 - others can give you a better set of pointers than I - basically its X25
level 2 with expanded address fields though.

Very 'doable' the only real problem is the expense of the Windows driver
development kit (but you probably already have that...)

Avoid 220MHz as this is not available round the world. There is probably more
digital radio work going on in  Europe than the USA so make sure its possible
to 'translate' to those most likely to be interested!! 430Mhz is better for
internationalism even with the shorter range it at least is not lacking
bandwidth (but 1290MHz would be even better on that score and you benefit from
cellphone technology at those frequencies)
