Yep, but if they are looking to go towards 56kB, perhaps 23cms (1296MHz).

Rather than a single PC card design, maybe a hybrid, with the "TNC" and 
RF modulator parts on the card and the TX and RX parts mounted 
externally. This would facilitate a multi-band (different external boxes) 
option.
