That's not right.
Dos and windows need to boot from the first partition with bootable
flag set. If you manage to switch the bootable flag from partitions
between reboots, you'll get what you want (2 versions of windows ...)

NB: i don't know if lilo can switch the bootable flag but i know some
other boot managers do that.
