Hiya
Sounds to me as though the deviation is set way too high and all the energy of
the transmission is going outside the passband of the handy.
As a general rule (very rough) set the handy squelch open and then key the 9k6.
Set the deviation so that the noise (ie modulation) is about half the volume of
the open squelch. This is very subjective but since the 9k6 scrambled tones are
'pink' noise similar to open squelch noise, and the modem filtering should
'brickwall filter' the output to 4.8kHz, its a fair bet that it will be quieter
than the open squelch.
