Hi Hamish,
when you transmit on 9600, you should hear 'noise' on your handheld, very
similar to 'open squelch' noise.
The most likely reason for the squelch not opening on the receiver is that
you are over-deviating on the TX. Start with the TX level well down, then
increase slowly while monitoring the packet bursts (temporarily set a very
long TXD if the bursts are not long enough). As a rough rule of thumb, the
9600 Data level should be set a bit lower than the level of noise on the rig
with the squelch open. If it's the same or higher, you are over-deviating.
Most RXs work better if the Dev is slightly on the low side, if anything, as
the signal is less likely to be distorted by the IF filters.
