As far I can remember I have run on a similar problem in a mixed
environment made with PC/Flexnet and Linux machines.

First of all check that you have set with bpqparams -d the correct
multicast address for both machines (I don't remember which is but
using your favorite ethernet sniffer you can discover what is the correct
one).
Then especially if you are using cheap RTL8xxx boards enable promiscious
mode on the ethernet. You have to add a promisc keyword on the ifconfig
of ethernet board. 
I know that enablig promiscious mode isn't the best solution but if you
have almost bpq traffic and standard tcp traffic on the ethernet 
is not a problem. 
BTW configure also the IP address of bpq0 (even with a 10.x.x.x address),
and add the decoy IP in the hosts table with a decoy name, especially 
if you are running sendmail on your system.
