Hello Steve,first of all I'am not answering to you as Linux expert,
since I'am a real newbie here.
What you say seems to me a possible no-kiss activaction of your PK96.
I have an old PK-88 that I use with Jnos and time ago I had similar problems
to put it on kiss mode.
So be sure you send proper tnc kiss command if you need to use it on
kiss-mode:
i.e.
"kiss on"
"restart"...
