For Perl and Python, there are already other dedicated mailing lists.
For XEmacs/Vim usage, the following question is an interesting one, and
puts me in a dilemma.

On one hand, I too could use some guidance, which will help me become
power user of both editors.

On the other hand, I am not interested in subscribing to GNUbies-IL just
for this purpose.

On third hand, the subject is IMO off-topic for Linux-IL, because people
who are already power users are not interested in it, and Linux-IL is for
things, which power users need.

On fourth hand, we don't have so much E-mail that yet another mailing list
is needed.  There are (high-volume) relevant mailing lists abroad.

My suggestion:
1. Have someone volunteer to locate good tutorials and introductory stuff
   in the WWW and off the WWW, and prepare a Web page with links.
2. If there are any gaps in the above material, then someone else will
   write complementary material.
3. The stuff will go into www.iglu.org.il Web site.
4. If I ever want to ask faqs, I'll subscribe to GNUbies-IL and after
   getting satisfied, I'll unsubscribe from it.
5. Any flames about my just speaking rather than doing - will go to
   /dev/null.
6. Other flames will be read and if appropriate, be replied to.

There is no IGLU Cabal.  To join it, people must master both vi and emacs,
and given the existence of the bloody religious war between vi power users
and emacs power users, it is utterly impossible to master both.
