I judge this to be a: load of crock.

As far as I know, Redhat (just to take one example I know and you mentioned)
CDs can be freely copied and redistributed. The "non-open-source" software it
contains (like Netscape) indeed doesn't have source, but nontheless its
binary can be freely copied (where did you see it written otherwise?).
Ncompress not only can be distributed, but even comes with source. I can't
find any copyright notice or license in its distribution, but a posting from
the ncompress developer in 1990 seems to suggest it is in the public domain -
but facing some patent issues.
