The way I did it is:
1. Get the parted source (1.6) and follow the compiling part of the
info pages in order to get a static executable that can be copied to
a floppy.
2. Run Debian's installer boot + root floppies just to get a suitable
working environment.
3. As soon as I have configured the keyboard in the installation
process I opened the 2nd vt, mounted the parted floppy from 1 and
resized the partition.
