I think this definition is much too encompassing. Will you include
"open source" software that is only part of a larger code base, and
its use is restricted by a draconian license (look but not touch or
copy) ?

I would add a sentence that says something like:
    "which is distributed under a license that allow modifications
     and redistribution (like the Gnu GPL, the X11/MIT license, the
     BSD license, IBM public license etc.)."

My addendum does not distinguish between the different ideologies. It
just exclude "non usable" open source.

I (personally) think that open source (as defined by the OSI) is just
more relaxed than the FSF in its redistribution requirement (It gives
up the viral nature of the GPL).
