because they need to rely on 'whois' service (or on reverse lookup) in 
order to know if a given IP comes from israel or not.

in whois databases, often the network addresses are registered to the 
hosting ISP (or are not properly registered).

reverse lookups sometimes fail, and they probably don't reject if the 
reverse lookup timed out or failed.
